Regarding the status of Welt's abilities in canon, the mods value flexibility and player fun when it comes to powers. As long as appropriate nerfs are stated in the application, you can choose to keep his Herrscher powers intact if that would be more fun for you to play out. We do ask players to use their best judgment when nerfing powers but we will let you know if anything needs to be nerfed beyond what is proposed.
It's fine by us if Minato eventually learns to use his Evoker outside of the Dark Hour in game. Additionally, it's fine if he keeps the same 12 Persona limit.
However, we are confused by this question: So hopefully he won't need to wear the suit all the time? What suit are you referring to?
