The plugsuit itself is only tied to missions and simulation training. If Minato were to summon his Personas while hanging around base or out while in his civilian identity in public (LILITH does not recommend this!), he would still be in his regular outfit. Conversely, if Minato were to go out on a mission but not use his Personas, he would still be expected to wear the plugsuit.
