Everyone knows they fight kaiju. The civilian identities that are given are because LILITH is technically doing something "shady" by grabbing characters from other worlds by the use of their secret technology. This is also why non-human characters must use a cloaking device in public. To keep the Outsiders a secret and make everyone think they are from this world, each Outsider is paired with an identity file and civilian job that matches the identification of a fake person in the national database (almost like assigning somebody with a social security number.) This is to keep the Outsiders a secret from civilians. LILITH isn't undercover work at all.
Outsiders are even given an I.D. that say they work for LILITH. Think of them like the Avengers: everyone knows who they are, but maybe they don't know their civilian name, just by their codename (the username on the network.) Outsiders may give out their civilian name and their codename to anyone.
