1) As long as the poison is not used on a human (without LILITH permission), you can use the dagger however you want. LILITH would advise against foul play amongst Outsiders however ........
2) It can come in the form of other birds as long as they are small birds. A pigeon, raven or small owl is fine. An ostrich or condor would be too big. These birds cannot be used for combat or do much damage (beyond some of them having a spicy personality).
