Location: Various, Neo Tokyo
Summary: While the Outsiders were in Tokyo, summer vacation has been in full swing. As a result of having more free time, some of the local high school gangs have ramped up their activity. Some of the gangs can be on the streets, starting fights or selling drugs. Others can be found at local festivals running scams to get money or stealing from local businesses. They're minors so the police are limited in what they can do but the students don't listen to other authority figures.
Objective(s): Break up fights. Find out where the students are getting drugs and weapons. Put a stop to the student delinquency.
