LILITH's Main Base is located in Shinjuku (or what is left in it) and, for the most part, is above ground. In the case of emergency, it will go underground (as explained in other LOCATIONS) to keep everyone safe. It has plenty of power to thrive even if power is scarce now. The civillians don't need to know they are borrowing energy from everyone else, right?
Right.
As mentioned in the TECHNOLOGY section, characters who are otherwise inhuman are required to use their provided cloaking devices to appear as their chosen human avatar when leaving the premises.
The base has three levels to it. Outsiders will spend most, if not all of their time, in the middle section: the second floor. Only under special circumstances, with exception of the GREENHOUSE, may characters explore the BALCONY / DISPATCH. Outsiders are prohibited from access to the lower section of ADMIN CONTROLS and STORAGE.
Below is listed the areas Outsiders are free to access and the amenities LILITH generiously provides while you remain hostage-- er-- on vacation here in Neo Tokyo.
▶ 01. POD CHAMBER / MEDICAL BAY
When Outsiders first manifest on LILITH's base, they will undergo a surgical procedure against their will. Characters may vaguely remember being in a medical room or if they're deep sleepers, they won't notice a thing at all. Regardless of what happens, they will be temporarily paralyzed and placed in lounge clothes of their team color. Once the procedure is complete, Outsiders are escorted into the pod chamber and placed in their own individual pods for a minimum of 72 hours. In here, characters will heal and upon waking they will feel incredible, but maybe a bit hungry. The pod doors will shift upwards, freeing them, and fortunately, the cafeteria is the next room over, and hungry characters can mozy on in there for a free, military grade meal. Further instructions will be sent to their ocular implant along with a map to their living quarters.
On the opposite side of the pod chamber room, a closed door will read MEDICAL BAY. Although this is where characters undergo their procedure, this is also where they will go should they get injured by any means. Each cramped up room has a total of three cots and are organized in no particular way. Someone could be on the brink of death and someone else could be getting a cut tended to in the same room. Most of the nurses are human and wear a facial mask at all times along with a simple white dress or labcoat.

▶ 02. CAFETERIA
Outsiders may access the cafeteria any time they would like, but full meals are served on strict schedule and rotate the menu during different days of the week.. similar to a school.
Food is served by A.I Robots or through various vending machines. Snacks are available for a price any time of the day. There is no alcohol on the premises and alcohol is forbidden to bring back to the base (but nothing bad should happen if they don't find out, right?) The cafetria has ready to use, basic kitchen appliances such as a stove, toaster and microwave should any of the snacks in the vending machines require that.
Also in the cafeteria is the Forever Cauldron, a bronze structure Standing at an impressive 60cm from base to rim that radiates a constant, steady warmth. With decorative runes etched around its surface to sustain the heat, it keeps the stew perpetually simmering.
A final magical touch lies in the cauldron’s permanent enchantment: Cure Wounds. The enchantment does exactly as its name suggests, offering a restorative boost to anyone who partakes of the stew, a small but vital comfort for weary bodies and souls after a long day or mission. Marked with a small sign reading "LILITH's Community Perpetual Stew," Outsiders are actively encouraged to contribute ingredients—unless, of course, they’d prefer a return to the bygone days of subsisting on nothing but ration bars.

▶ 03. LIVING QUARTERS
Pictured above is a map of the different sections that Outsiders are characterized in. This is where their team living quarters are divided off to. Each character is REQUIRED to stay and sleep in their own quarters.. (but again, what LILITH doesn't know won't hurt.)
Each hallway has a sliding door with a number on it (starting from 001 and going until, well, whenever) and provide a housing arrangement for each singular, individual person: A queen size bed, nightstand and a desk with chair. Kitchen appliances are not applicable as Outsiders can obtain food in the Cafeteria. Outsiders may watch television or listen to music via their standard cybertech implant. Any entertainment more complex will have to be obtained outside of the base. There are no individual bathrooms, only shared ones (see: LOCKER ROOM below.) Each room provides one large window to look out of for spectacular view.. unless, of course, the base happens to go underground.. or there's rubble from destroyed buildings. At least it provides sunlight on a sunny day!

▶ 04. RECREATIONAL AREA
The RECREATIONAL AREA is also along the center of the base with the CAFETERIA, MEDICAL BAY and LOCKER ROOMS. A full size gym with standard equipment & pool are found here. There's not enough room for any kind of sports court or running track, but Outsiders may work out or swim to keep their physique in tip top shape for fighting monsters! You're welcome.

▶ 05. SIMULATION TRAINING
SIMULATION TRAINING takes place BI-MONTHLY in the training arena which is the only accessible area for characters on the bottom floor (the first floor.) Participates will be put through vigorous tasks that will aid them in their monster hunting here. The tests they are put through is very realistic and if they aren't careful, they can and will obtain injuries. The SIMULATION TRAINING can vary in severity and activity, so it's best to expect the unexpected! Participates may have their ocular implants altered to make the training more realistic. All of these detailed will be explained in each training prompt, so be sure to look out for those and read thoroughly!
Access to the SIMULATION TRAINING without administration guidance is prohibited and the arena remains closed to all personnel or Outsiders when not in use.
As of December 2023, Outsiders may have unlimited access to fight each other in the arena and upon request can receive a simulation by Seok Dang, in which can be NPC'd out or handwaved.

▶ 06. LOCKER ROOM
Located in each team wing is a large locker room divided by MALE | FEMALE | ANY. Shared, large showers (no baths) and Western style toilets are found here.. it's nothing glamorous. Outsiders are required to purchase and bring their own toiletries and essentials to the locker rooms. There are small changing areas with bins for clothing to be put into. Toilets are in stall rooms, but showers are shared, large rooms.

▶ 07. LIBRARY
On the top floor (the third floor) there are two places Outsiders may explore, and that is the LIBRARY and the GREENHOUSE. They are attached to each other and access will first be given to the LIBRARY through a single flight of stairs leading down to the RECREATIONAL AREA.
As of September 2024, it has been renovated for a fresh new look. The lighting fixtures have been repaired, and enough seating has been placed to hold a class if one were so inclined. A small section of the library has been converted to a recreational lounge that is stocked with a meager amount of board games. Should Outsiders investigate the books to find any knowledge on the kaiju or Rifts, they will discover nothing of value. The books consist of a mix of fiction and non-fiction; folktales, educational textbooks (some surprisingly in depth!), poetry, art books, and the occasional.. erotic novel. Characters are welcome to take any book they'd like; what LILITH has supplied is outdated, and the rest have been donated by Outsiders, so the organization will not care.

▶ 08. GREENHOUSE
At the end of the LIBRARY, a sliding door leads to a GREENHOUSE which seems to be better taken care of than the LIBRARY. There are many windows to look out of, and Outsiders will see a large stretch of plane with some markings on the concrete indicating this area is used for "launching" something, but there's no hint as to what. The GREENHOUSE has many plants of all kinds, most of them genetically engineered. Fake plants, but real plants. New species of plants that scientists have created. It is discouraged to touch or tamper with any of the plants, but the GREENHOUSE provides a beautiful scenery when most of this world is in shambles. A.I Robots are catering to the plants 24/7.. watering them, caring for them. They ignore any interaction-- they have a job to do and that's to make sure everything green survives in this world!

As of September 2024: Located in the west area of the common area, there exists a digital PHOTO WALL. The wall displays images of Outsiders, the staff, and any memorable interactions, and also possesses both a "Search" option to look up specific individuals or teams and a "Submit" option with which to upload your own photos (anything risqué will be censored by images of pink fluffy unicorns). One can even submit a request for a photographer to do larger group photos. The corner is additionally reserved for small events; a small nearby supply closet stores decorations for holidays and a fold-up table for fundraising attempts. Outsiders are highly encouraged to share their memories with each other and get to know each other even better.

Short answer: yes! The Arena can be used at any time by Outsiders to wrestle with each other, but only Seok has access to the Simulation. If you ask for simulation, maybe he'll humor you.

Just for further clarification: is it easy enough to have weapons in general be spawned in the simulation? Like say a character wants to get some combat practice of a certain type in, but they haven't dropped money on a reward to get a gun/sword/whatever yet. Can they trial run stuff in the sim?

And we know you didn't ask this but just in case anyone else asks, we also want to add they cannot simulate other characters' weapons, powers, or abilities for themselves.

So this addition actually raises another question! (I'm so sorry.)
So, context: Bakugo wanted Dearka to teach him how to pilot the Buster, and Dearka eventually agreed to show him some basics at least, so he can serve as a backup pilot. Juuuuust in case something happens to Dearka on-mission, and he's unable to move the thing himself.
Given that in SEED gundams are canonically difficult for non-coordinators to operate, we as players OOCly agreed that Bakugo won't really ever be able to do much more than just, move the thing out of immediate danger. And OOCly it's mainly an excuse for some cute CR.
This is probably a lot of unneeded context for the actual question, which is: If they put in a special request w/ Seok Dang or something, it possible to simulate the Buster for Bakugo to practice in under Dearka's supervision? Or will they have to practice with the real thing in the hangar?
Maybe to put it another broader way, is it OK to simulate unique weapons/equipment (NOT powers) as long as both players agree to it?

We want to avoid characters making up new powers and weapons in the simulation because it opens the door for a pretty complicated situation where people are using powers and weapons that aren't approved in their applications or canon updates.
As we said, they can test run weapons that are available as rewards and they cannot simulate other characters weapons, powers, abilities, and so on. However, Dearka and any gundam character can manifest their gundams in the simulation. There is nothing stopping them from letting other characters try out their gundams. As you suggested, they can also do the same in the hangar with their real gundams.
Lastly, in general, we try to be flexible and allow players to do what is fun for them. As long as it doesn't break any of our rules or push any game boundaries (ie, rebellion plots, breaking the game, dramatically changing details about the setting, and etc), if you have a solution that already works, we'll generally approve it. We understand wanting to be cautious but we also don't want to micromanage how people play in the game— it honestly creates a lot of work for us when we already have a lot of other tasks to manage.
